RESOLUTION PROCESS

How Organizational Resolutions Are Processed

Official organizational resolutions undergo a structured democratic process to ensure transparency, accountability, fairness, and proper deliberation before becoming binding policies of the TLEaders' League.

Submission of Resolution

Any member of the organization may introduce a proposed resolution provided that it is submitted in writing to the Secretary before the first reading.

First Reading

During the first reading, only the title and purpose of the resolution are presented to the General Assembly. No amendments are allowed at this stage.

Second Reading

The proposed resolution undergoes full deliberation, discussion, amendment, and modification by the members present in the General Assembly.

Third Reading

No further amendments are allowed during the third reading. The resolution is finalized and prepared for voting by the assembly members.

Voting & Approval

A majority vote of members present, provided there is a quorum, is required for approval unless otherwise stated in the Constitution.

Endorsement & Approval

When necessary, approved resolutions are endorsed by the Adviser/s and the College Student Activities Coordinator, and approved by the Dean.

Recording & Archiving

All approved resolutions are properly numbered, recorded, and archived by the Secretary as part of the official organizational records.

Implementation

Approved resolutions take effect immediately unless otherwise stated within the resolution itself.

Section 12 (10)

Emergency Resolution

Resolutions of urgent nature may be declared as an Emergency Resolution through a two-thirds (2/3) vote of the members present, allowing suspension of the three-reading rule subject to required endorsements and approvals.

Impeachment & Suspension Process

A structured constitutional process ensuring accountability, due process, and protection of organizational integrity.

Exclusive Authority

The General Assembly has the exclusive power to initiate and decide impeachment cases against Executive Officers.

Grounds for Impeachment

Includes constitutional violations, neglect of duty, misconduct, abuse of authority, and actions against organizational interests.

Filing of Complaint

Any verified complaint may be filed by a Block Officer and must be endorsed with proper supporting documentation.

Review & Transmission

Complaints are submitted to the Secretariat and transmitted to the General Assembly within the prescribed period.

Impeachment Court

Composed of the Internal Vice President, Block Auditors, and Internal Affairs Committee members.

Due Process Rights

Respondent has the right to be heard, present evidence, and submit a written answer within 5 days.

Preventive Suspension

May be imposed by majority vote if evidence is strong and continued service may affect proceedings.

Judgment & Voting

Requires a 2/3 vote of the Impeachment Court. Penalty is removal and possible disqualification.

Conflict of Interest Rule

An officer cannot preside if they are the respondent; the next ranking officer shall preside instead.
